
Overview
Global I.S.P.S. Solutions Limited is a Recognised Security Organisation (RSO), and as such, operates with delegated authority to conduct Port Facility Security Assessments (PFSAs) on behalf of the Government of Trinidad and Tobago. In addition to the conduct of PFSAs, Global I.S.P.S. Solutions Limited is also authorised to provide a suite of services to ensure that port facilities achieve and maintain compliance with the provisions of the ISPS Code and the Shipping (Ship and Port Facility) Regulations 2004.

Accreditation
The Designated Authority and Administration for Trinidad and Tobago; the Trinidad and Tobago Defence Force (Coast Guard) and the Maritime Services Division [Ministry of Works and Transportation] respectively, have jointly conferred upon Global I.S.P.S. Solutions Limited, authorisations and attendant services, pursuant to the provisions of the Shipping Act, 1987, the Shipping (Ship and Port Facility Security) Regulations 2004 and the International Convention for Safety of Life at Sea, (SOLAS) 1974/1978 as amended in Chapter XI-2, the International Ship and Port Facility Security Code (ISPS Code) in compliance with Part A Paragraphs 14 to 18 and Part B Paragraphs 4.3 to 4.7.

Our Enhanced Suite of Certification Compliance Services
In keeping with our solutions-focused business model, Global I.S.P.S. Solutions Limited offers the design and support for the following comprehensive five (5) year enhanced suite of ISPS Compliance Certification Maintenance Services to our clients:
- The conduct of a Port Facility Security Assessment (PFSA),
- Assistance with the development of the contingent Port Facility Security Plan (PFSP); and
- Five (5) years of ISPS Compliance Support inclusive of:
- Port Facility Security Assessment (PFSA) updates,
- Port Facility Security Plan (PFSP) updates,
- Design of and/or Support for twenty (20) Quarterly Drills,
- Design of and/or Support for five (5) Annual Exercises,
- Port Security Advisory Committee (PSAC) Support,
- Training for one (1) Port Facility Security Officer,
- Five (5) annual instalments of Training for other Port Facility Personnel and Stakeholders.


Duration
As a general rule, the time required to conduct a PFSA and formulate the contingent PFSP would vary as would the size and complexity of operations the Port Facility under review.
In the normal course of service delivery, Global I.S.P.S. Solutions Limited recommends a duration of two (2) months (sixty days) to conduct and submit a PFSA to the DA for approval. Similarly, a further two (2) months (sixty days) provision is recommended for the generation and submission of a PFSP to the DA for approval. Consequently, in the normal course of business, Global I.S.P.S. Solutions Limited would seek to reserve one hundred and twenty (120) days to conduct a PFSA and generate the contingent PFSP. This is apart from the time required by the DA to approve both documents.
At the client’s behest, Global I.S.P.S. Solutions Limited may undertake to expedite the generation a PFSA and/or PFSP. In those circumstances, the timelines and attendant resources would be the subject to special deliberations and agreement between Global I.S.P.S. Solutions Limited and the client; absent the time required by the DA to effect the necessary approvals of both products.

The ISPS Code makes provision for a Contracting Government to issue an interim Certificate of Compliance for up to eighteen (18) months at the onset of each five (5) year ISPS Cycle. This provision allows Port Facilities and the DA the time for the conduct and approval of the PFSA as well as the subsequent preparation and approval of the PFSP. Global I.S.P.S. Solutions Limited recommends that our clients take advantage of the grace period of 18 months, afforded by the ISPS Code upon the expiration of their Certificate of Compliance, to allow adequate time for the recertification process.

Expertise
Lieutenant Commander Michael Brathwaite (Ret’d) ED, psc, MBA, a team-oriented leader with proven ability to deliver diverse mission critical results, is the inhouse Anti-Terrorism Consultant. He has:
- 26 years of service in the Trinidad and Tobago Defence Force (Coast Guard)
- experience in ISPS Enforcement having acted as the Commander of the Marine Ship Safety and Port Facility Security Unit (MSSPFSU) of the Coast Guard, with responsibility for the national enforcement of the ISPS Code and the Shipping (Ship and Port Facility Security) Regulations 2004, inclusive of the review of PFSA and PFSP.
- certifications as a Port Facility Security Officer and Vessel and Company Security Officer from the United States Merchant Marine Academy – Global Maritime and Transportation School
- training in the formulation of Anti-Terrorism Plans from the United States Naval Education and Training Security Assistance Field Activity (NETSAFA) International Training Centre.
- experience in providing a spectrum of professional development training to military personnel at various levels both in Trinidad and Tobago and Jamaica.

Global I.S.P.S. Solutions Limited will also draw from a meticulously screened team of experts with diverse backgrounds in maritime security, law enforcement, information technology, and risk management, toward effectively delivering our ISPS Compliance Certification Maintenance Solution.

Fees
As a general rule, the time required to conduct a PFSA and formulate the contingent PFSP would vary as would the size and complexity of operations the Port Facility under review.
Consquently, Global I.S.P.S. Solutions Limited gives a typical fee schedule for its services which is negotiated with the client and would be commensurate with the size and the complexity of the operations of the Port Facility under review.
